Time-Concepts.com is an independent e-marketing consult company
that is committed to improving the exchange of information
between the physician/healthcare provider and the pharmaceutical
representatives in order to benefit the practice and the patients
in a manner, which is fair, reasonable and ethical. Through
the Time-Concepts.com process we can provide timely and significant
data feedback on the impact and relevance of various marketing
efforts.
How does this benefit the patient?
The physician has the opportunity to influence the information
pharmaceutical companies provide about their products for
the physician's patients through a feedback mechanism. The
physician will have the opportunity to influence resources
that may or may not be available for their patients in order
to improve their quality of care. In summary, the physicians
will be better informed, will be able to improve, through
feedback, the information provided by representatives, improve
the representative's perspective on their patient's needs
and improve the quality of resources available to their patients
via the pharmaceutical representatives.
How does this benefit the practice?
There is the enhanced quality of information that this process
will create by providing significant quality time to deliver
that information. The process provides the physician with
the opportunity to give real feedback that is relevant and
essential for the representative(s) to serve the specific
needs of a practice and it's patients efficiently and effectively.
Lastly, a pre-determined consult where physicians provide
critical feedback to a representative on their products and
information in order to better serve their patients is a better
process than any other available access program.
How does this benefit the representative?
They have the opportunity to provide better quality information
by accessing quality time to deliver their information. The
process will provide an opportunity for representative(s)
to schedule a set consult, which will limit the number of
times the representative has to interrupt the staff during
their daily work duties, or miss the physician. Finally, this
process provides the opportunity for the physician/healthcare
provider to give real feedback that is relevant and essential
for the representative(s) to know in order to serve a practice
and their patients efficiently and effectively. The representatives
will appreciate an opportunity where their time and resources
are effectively utilized.
Why should I utilize Time-Concepts.com?
Time-Concepts.com offers the most complete e-marketing program
available. With Time-Concepts.com you utilize a proprietary
web-based software application system, "Curbside Consults",
that offers several advantages. First, is its' simplicity.
A physician customizes their electronic date book (EDB), submits
the EDB to Time-Concepts.com and waits for notification of
scheduled consults.
A representative logs on, registers and begins requesting
open consults. The requests are instantly processed and scheduled.
Once they complete their scheduled consult with the physician,
the physician completes the online impact analysis and submits
it. The consulting fee is processed and is paid monthly.
Time-Concepts.com provides a mechanism for real time feedback
via the impact analysis. The impact analysis contains performance
information and will be emailed to the representative, or
the District Sales Manager. This information is designed to
improve the service the pharmaceutical representative provides
a practice and it's patients.
Time-Concepts.com is completely committed to providing a
vehicle of information exchange that is fair, reasonable and
ethical.
COMPENSATION QUESTIONS
Is there compensation?
Yes. Physicians will be compensated $50.00 per consult, which
is reasonable and customary for the time and effort being
requested. All compensations are predicated on a consulting
agreement, a completed consult and a completed impact analysis.
All impact analysis must be submitted within 21 days following
the consult. If the impact analysis is not submitted within
the 21-day period the consulting fee to the physician will
be forfeited and a partial refund will be issued to the representative.
These payments will be made monthly. This compensation is
fair, reasonable and ethical. It is based on services being
provided, specifically the consult and the impact analysis.
What is the cost of a consult to the pharmaceutical representative?
The consult fee is $105.00. This is based on a single per
consult fee and is fair and customary for the market. However,
Time-Concepts.com does provide fee structures based on a utilization
commitment by any one company.
CONSULTS/IMPACT ANALYSIS
How much time is required?
A "good faith" (see "good faith" policy)
effort to provide 10 minutes, or more, per consult is the
expectation. The 10 minutes is an established time. If the
representative and the physician wish to provide more time
for the consult that is perfectly acceptable, but predicated
on both agreeing to do so.
Is an impact analysis done after every consult?
Yes. The impact analysis is critical to the improvement of
the representative(s). It provides real time feedback that
is designed to improve the service/resources the representative(s)
provides the practice and its' patient. All compensations
are predicated on a completed impact analysis. All impact
analysis must be submitted within 21 days following the consult.
Any impact analysis not submitted within the 21-day period
by the physician consultant, will be forfeited and a partial
refund will be issued to the representative (see refund policy).
Do I have to schedule a consult every day?
No. The advantage of the Time-Concepts.com program is that
the consultant physician's electronic date book (EDB) is designed
to be completely flexible in order to prevent any patient
disruption during normal work hours.
Will I be notified of a newly available/scheduled consult?
Yes, both physician consultants and representatives are notified
via email of any scheduling activity pertaining to them.
ELECTRONIC DATE BOOK
(EDB)/PHYCIAN IMPACT ANALYSIS
Will the same reps see the same physician consultants
over and over every week?
No. Each registered representative may only schedule one
physician impact consult (PIC) with each registered physician/healthcare
provider per month.
Does the physician consultant have to see every representative
out there?
No. Although any representative willing and wanting to improve
their professional services/resources may register with Time-Concepts.com,
one of the benefits of the Time-Concepts.com program is that
the electronic date book (EDB) is designed to be completely
flexible. The EDB provides complete control to customize the
physician consultant's calendar (see DAP policy). This includes
the number of representatives, and which ones, they will see
in any given period.
LEGAL/ETHICS
What does the Pharmaceutical Research Manufacturers of
America (PhRMA) guidelines say about consultancy?
The PhRMA's, "Code on Interactions with Healthcare Professionals"
section 4 a. it states,
It is appropriate for consultants who provide services to
be offered reasonable compensation for those services and
to be offered reimbursement for reasonable travel, lodging
and meal expenses incurred as part of providing those services.
Compensation and reimbursement that would be inappropriate
in other contexts can be acceptable for bona fide consultants
in connection with their consulting arrangements. Token consulting
or advisory arrangements should not be used to justify compensating
healthcare professionals for their time or their travel, lodging
and other out-of-pocket expenses. The following factors support
the existence of a bona fide consulting arrangement (not all
factors may be relevant to any particular arrangement):
- A written contract specifies the nature of the services
to be provided and the basis for payment of those services;
- A legitimate need for the services has been clearly identified
in advance of requesting the services and entering into
arrangements with the prospective consultants;
- The criteria for selecting consultants are directly related
to the identified purpose and the persons responsible for
selecting the consultants have the expertise necessary to
evaluate whether the particular healthcare professionals
meet those criteria;
- The number of healthcare professional retained is not
greater than the number reasonably necessary to achieve
the identified purpose;
- The retaining company maintains records concerning and
make appropriate use of the services provided by consultants;
- The venue and circumstances of any meeting with consultants
are conducive to the consulting services and activities
related to the services are the primary focus of the meeting,
and any social or entertainment events are clearly subordinate
in terms of time and emphasis.
The Time-Concepts.com consultancy program is compliant to
all of these recommendations.
Is this program ethical?
Yes. This particular concept (i.e. consulting) is not unique.
The fact that the program is facilitated via the Internet
is somewhat unique, but due to changing technology and physician
time constraints e-marketing arrangements are becoming a common
practice (i.e. MyDrugRep.com, IphysicianNet.com).
In addition, when the Time-Concepts.com is measured against
existing and common marketing practices our process provides
superior "safeguard" advantages as it relates to
ethics. Some are as follows;
- Complete accountability through the Curbside Consult software
- An expectation of service by the physician consultant
that is measurable
- A significant patient benefit enhancement through the
ongoing feedback provided to the pharma representatives
- A complete history of activity that demonstrates real
effort to improve patient care (impact analysis)

and participating representatives an opportunity to exchange
information in a manner that is simply an ethically better

with its' custom designed software programs has created an
"evolutionary" process by which the physicians and
representatives may demonstrate without reproach what exactly
transpired and what the results were.

any suggestions that may improve on our already ethically

POLICIES/PRACTICES
Should the representatives stop all other access programs
(i.e. lunches)?
Time-Concepts.com is an independent e-marketing research
company that is committed to improving the exchange of information
between the physicians and the pharmaceutical representatives
in order to benefit the practice and its' patients. We do
not make any recommendations on changes in a representative's
office management, or other access programs (see disclaimers).
What if the physician consultant has to cancel at the
last minute, can they?
Yes. At any time if a consult interferes with a daily practice
or patient responsibilities they may cancel the consult. Time-Concepts.com
provides an opportunity for the representative to reschedule
that consult at a later date. If Time-Concepts.com is unable
to reschedule the cancelled consult we will provide a credit
to that representative to be utilized for another consult
at a future date.
SOFTWARE
What is "Curbside Consults"?
Curbside consults is Time-Concepts.com proprietary, patent-pending,
customized software that is designed by Time-Concepts.com
for the expressed purpose of interfacing physician/healthcare
providers and representatives through a unique scheduling
process.
It is simple, easy and fun to use.
CONSULTING AGREEMENT
Why do physicians have to sign a consultant agreement?
This agreement simply denotes that the physician has a role
as a compensated consultant for Time-Concepts.com for a period
of one year. This agreement may be cancelled without cause
at any time.
Can the physicians cancel the consulting agreement at
any time for any reason?
Yes. The consulting agreement is current for one year and
it can be cancelled at any time without cause. It is simply
denotes the physician has a role as a compensated consultant
for Time-Concepts.com.
Why is the physician considered a consultant, isn't this
something they are already doing with representatives?
It is critical to recognize that a busy physician's time
has become extremely pressured over the past few years. Physicians
must balance excellent patient care with economic productivity
and this balance is constantly being challenged. In efforts
to maintain this balance many physicians have restrictive
policies in place to manage representative access to their
busy practice. We believe this lack of access is not a subtle
issue. It has diminished the exchange of information between
the physicians and the pharmaceutical representatives, which
ultimately disadvantages the patients. Representatives need
and want to understand how to best serve the practice and
the patient and it is increasingly difficult to accomplish
in 15-30 second stand-ups. Physicians and representatives
are now re-committing, under the Time-Concepts.com process,
to improving that exchange and providing valuable insight
to one another.
It is this commitment to improving the current process that
makes this program unique. With the Time-Concepts.com consulting
program physicians are committed to making an effort to provide
10 minutes of one on one critical analysis for a representative
in an effort to improve patient benefit and perspective.
Hence, as a true consultant, the physician will be listening
critically to the information presented and providing an assessment
of that information via an impact analysis. Again, very different
from what has become the norm within the industry.
CHARITIES
Can I give my fees to charity?
Yes. We have established a process for which to do that.
It is a simple click of your mouse on your charity icon during
your impact analysis process. We have established five national
charities of choice from which to choose.
What if I don't prefer your choice of charities?
Naturally you can take the payments and disburse them to
your charity of choice.
GENERAL QUESTONS
Why do we need this particular program?
The opportunities for real information exchange have been
substantially diminished over the past years by a variety
of industry factors.
From the physician/healthcare provider perspective, managed
care has reduced reimbursements in many cases. Hence, they
need to see more patients in order to address the economics
of this proposition. Paperwork has become more complicated
and cumbersome. Hence, more time is needed to complete it
and more money spent on operating a practice in order to comply
with it.
From the pharmaceutical company's perspective, the pressures
of competing for market share and share of voice in order
to address their economic challenges (i.e. research and development,
rebates) have prompted them to increase their number of representatives
substantially. Hence, the competition for physician's/healthcare
provider's time has become extreme.
These dynamics have caused physician time to be at a premium
and unfortunately representatives are having a harder time
accessing the one person that can help them better serve the
patient and that is the busy physician. The Time-Concepts.com
program is the link, between the physician and the representative(s),
which provides the opportunity to get them back to a fair,
reasonable and ethical exchange of information that benefits
the patient.
I am a contracted physician/healthcare provider with a
corporation and they would prefer I not interrupt patient
time; can I do this outside of patient office hours?
Yes. Your personal electronic date book (EDB) is completely
customizable. The strength of the program and frankly the
focus of the program is to improve patient care. Hence, we
have designed the EDB to offer times from 6:00 am to 10:00
pm in order to give you the opportunity to schedule consults
outside of office hours. It is anticipated that many physician/healthcare
providers will consult with representatives before and after
patient care hours and during lunch.
We are a contracted group practice, is this income subject
to being reported and paid to the corporation I work for?
Under most group practice contracts there is a stipulation
that any income derived by the contracted physician/healthcare
provider must be reported and submitted to the corporation.
We would suggest you check with your Medical Director as to
what direction he/she would like you to take with regard to
the payments received from the consults.
What if I don't have a computer, or access to a computer?
Although a primary advantage of the Time-Concepts.com process
is it's simple and convenient to use software package "Curbside
Consults", Time-Concepts.com will make available a hard
copy access program. This is designed to be sure all eligible
physicians/healthcare providers have access to our program
and can contribute to the improvement of the representatives
and the improvement of patient care.
How does the hard copy program work?
Your Time-Consults representative will simply provide you
with a hard copy kit of the forms that you are required to
complete. Once completed, the representative will submit those
forms to the Time-Concepts.com for entry. You will then be
activated via "Curbside Consults" and representatives
will be able to access your EDB.
Will this program prevent smaller companies from participating?
On the contrary, because of the process of scheduling only
one PIC per month per consultant and the nominal fee associated
with the program it will allow the smaller companies with
smaller marketing budgets to participate. The representatives
of these companies will not have the barriers to access they
once were faced with (i.e. large expensive lunches and programs).
The Time-Concepts.com process creates a level playing field
for all pharmaceutical representatives willing and wanting
to improve their understanding of their products, various
disease states, the practice of medicine and most importantly,
